ATI HD Radeon 4250 ( Also called ATI Mobility Radeon HD 4250) is an entry level discrete graphics component, that comes as a part of the chipset( AMD 880G).  A chipset  is a component ( an IC) that connects to the processor. It is one of the most widely used graphics component in entry level notebooks. Do not rely upon  ATI Mobility  HD Radeon 4250 for your high end gaming needs. It is good enough for your video encoding and decoding needs and entry level games at low resolution.
The UVD 2 Video Engine in HD Radeon 4250  is capable of decoding lot of High Definition video formats such as MPEG -2, H.264 and VC1 and it also allows a fluent playback of these formats.  This reduces the utilization of the CPU time and eventually leads to higher system performance.
The graphics core of the ATI Radeon HD 4250 is leveraged from the Mobility Radeon HD 3400 series chipsets, so these are DirectX 10.1 capable. These doesn’t have separate graphics memory which hinders the  performance a little when compared to HD 3400 series which has a separate graphics memory. The graphics memory is dropped in this model in order to get the price under control.adeon HD4250 is based on the HD 3400 graphics core and the features are leveraged from UVD 2 video engine, which has the capability to decode HD videos. The Avivo HD can decode two High Definition streams simultaneously. Performance of HD 4250 is similar to  HD 4200 butt the former has lower power consumption.
Enhancements in  HD RADEON 4250 as compared to the older graphics chipsets like HD 3200,  include support for DirectX 10.1 and the  UVD2 Video decoder. The HD 3200 was the first ever onboard graphics card that allowed the fluent playback for the blu-ray videos.
Games such as star craft 2 or similar games should be playable on this chipsets also. But when we compare to the older breed of the onboard graphic chipsets like GMA 4500 MHD, the HD RADEON 4250 is way faster.
ATI The new Intel HD Graphics in the core ix CPUs which are based on the Arrandale architecture the performance is almost same but when you take the driver support into consideration the AMD support is way  better.
